I believe you mean 'acl local_network src 192.168.0.0/24' and 'acl
local_dmz src 192.168.1.0/255.255.255.240'

> http_access allow localhost

You probably want this higher in your list. You may want to take a look at

http://wiki.squid-cache.org/SquidFaq/SquidAcl

Remember the rules are processed in the order they appear in the list
top to bottom.
