[squid-users] (111) Connection refused

Hi

I wanted to access http://tinyurl.com/2upvk6 but get the following
error:

The following error was encountered:
* Connection to 127.0.0.1 Failed
The system returned:
    (111) Connection refused

How can I allow squid to access just this site............
