I wouldn't expect to find an executable script in this directory. As the
name implies, there is documentation in /usr/share/doc.

Where did you download the package from? Did you already install the rpm
package? Then try the following command:

rpm -ql squid-cachemgr

That should give you a list of all files which have been installed from
this package. Using the Squid version from openSUSE 10.3, I find cachemgr
in /usr/lib/squid/cachemgr.cgi:

mars:~ # rpm -ql squid | grep cache
/etc/squid/cachemgr.conf
/usr/lib/squid/cachemgr.cgi
/usr/share/doc/packages/squid/scripts/cache-compare.pl
/usr/share/doc/packages/squid/scripts/cachemgr.readme
/usr/share/doc/packages/squid/scripts/cachetrace.pl
/usr/share/doc/packages/squid/scripts/check_cache.pl
/usr/share/man/man8/cachemgr.cgi.8.gz
/var/cache/squid

If the package you downloaded follows the SUSE filesystem layout, the
cachemgr.cgi should be in the same location (maybe "squid3" instead of
squid).
