In this order (first :
1) whatever is in squid.conf.
2) Whatever was built with --with-pidfile=/path/squid.pid
3) $PREFIX/var/run/squid.pid with whatever was defined in --prefix=...
4) /usr/local/squid/var/run/squid.pid

-D existed only to solve one problem which is now fully fixed.
