You aren't allowing tunneling/CONNECT to TCP/8081. It would appear that you need to adjust your ACLs to allow this.

Hello i can´t access to site https://www.fna.gov.co:8081/BancaVirtual/a/login.jsp, the error in the log is

no proxy settings in the browser the access is correct,
