 No need to split them into /24 blocks here, delay pools will do that
 internally.

 If you want you can just:
   acl clients src 10.10.1.0-10.10.200.0/24

 The config above limits the entire /16 network to ~491KBps.

 The text you wrote describes this:
   delay_parameters 1 -1/-1 16384/16384 -1/-1
