glad to say that the problem has been solved :)
it was squid issue , not cisco issue ,
i mean that my config in the diagram above was correct 100% .
this is an issue when dealing with multilayer switches and its realtion with
wccp .
i found that using wccp asigment method to be l2 is better than has
method and it solved the cpu high utilization and could finally operate the
two squid cache servers on the same cisco router .
