"Nobody knows" is the better conclusion.

You could try the latest 3.3 release instead of 3.3.3. That site happens
to be using a rare form of the "no-cache" control parameter which has
arguments relating to the Cookies the site uses for its cookie-based
authentication system. That was only supported properly in 3.3.4.
