That is NOT the point.
As far as I understand,
up to including squid2.7 the refresh_pattern was based on the transaction
URL, whether storeurl_rewrite_program was used, or not.
And using StoreID changes the picture: When using StoreID-Rewrite,
refresh_pattern now is based on StoreID.
As a normal user, this is not obvious, when converting from 2.7, OR when
simply trying to use StoreID.
So a hint in squid.conf should be written. Just my few cents.

Looks like a regression to me. I remember being involved in detecting this
problem quite some time ago.
