When Squid runs it locks its current PID , go to your
'/var/lock/subsys' and delete the squid PID file from
there , start your Squid.
You are probably running Squid through init script
with a line like:
'touch /var/lock/subsys/squid'
edit your /etc/rc.d/init.d/squid and remark this line,
then start your Squid.
